It is normal to see P3 Poseidons patrolling along both coasts. It is not so common to see foreign AF planes but we do see 'em occasionally, especially during joint exercises when they send a few guys over here to fly with ourguys. I'm not aware of any joint exercises ATM.
The P3 is most likely doing surveillance for submarines.
