Los Feliz underground vault explosion leads to power outage in area

 

LOS FELIZ, LOS ANGELES (KABC) โ€“ Fire officials and utility crews are investigating an underground vault explosion in the Los Feliz area Friday night.

 

The explosion was reported in the area of Vermont and Franklin boulevards. No injuries were reported.

 

About 1,100 customers do not have power.

 

Department of Water and Power crews are working on the issue until it's resolved, DWP officials said.

Foreign-invested enterprises will equally enjoy government policies supporting enterprise development, and be able to participate in standard-setting on an equal footing and in government procurement through fair competition, according to the law.

 

The law will become effective on Jan. 1, 2020.

 

With unified provisions for the entry, promotion, protection, and management of foreign investment, it is a new and fundamental law for foreign investment in China.

 

The state shall protect the intellectual property rights of foreign investors and foreign-invested enterprises, it reads.

 

The law sends the signal of transparency, and will boost Chinese marketโ€™s appeal to foreign capital, said Vivian Jiang, vice chair of Deloitte China.

 

With the new law, China will be able to better protect foreign investorsโ€™ legitimate rights and interests, and create a law-based business environment that is internationalized and enabling.

 

The unified law will replace the three existing laws on Chinese-foreign equity joint ventures, wholly foreign-owned enterprises and Chinese-foreign contractual joint ventures.

China scrambled to show it'll change how it treats foreign firms โ€” that may not be enough for Trump

 

 

China's rush to pass a new foreign investment law on Friday is likely not enough to appease the demands of the U.S. in ongoing trade negotiations, analysts said.

 

Beijing's largely symbolic National People's Congress ended Friday with a ceremonial endorsement of a law that addresses specific issues the foreign business community has long complained about. The new rules prohibit the forced transfer of technology from foreign-invested businesses in China, step up protection of intellectual property and claim to give the companies equal footing with domestic players, according to publicly available materials.

 

"It's trying to address some of the concerns that are being raised (in the trade talks)," Andrew McGinty, partner at law firm Hogan Lovells, said in a phone interview with CNBC on Friday.

 

"'OK,' (China says,) 'We hear what you say. Here is a clear attempt to translate those concerns into legislation,'" McGinty said. "It's a step in the right direction. But the trade tensions are wider than that. They're historical."

WHITTINGTON: China And Russia Are Already Developing Plans To Combat The Space Force

 

The Defense Intelligence Agency released a non-classified report in February noting that Russia, a declining former super power, and China, an aspiring super power, are developing technologies to attack American space assets, including communications, navigation, and reconnaissance satellites. North Korea and Iran, both rogue states, are also considered possible threats.

 

In 2007, China tested a space weapon that blew up a defunct weather satellite. The test was successful but created a swarm of space debris. In a real war, the use of such weapons would render space inaccessible because of the amount of debris the destruction of satellites would cause. Even so, Chinaโ€™s arsenal of space weapons still includes kinetic energy missiles.

 

The DIA report suggests that China and to a certain extent Russia are developing a range of approaches to disrupt and even destroy American satellites. These technologies include electronic jamming, cyberattacks, directed energy weapons, such as lasers, designed to not so much destroy as to blind satellites, and orbital weapons that could capture or deorbit American satellites.
