By 'A New Threat', he clearly means 8chan and the like. Wiktor is an Enemy of Free Speech.

Wictor mplies internet trolls are all just working themselves up to the next act of mass-murder in the 'meatspace', to one-up each other. Doesn't quite advocate for shutting down all free-speech boards, but implies that their aficionados will deserve it when they bring about their own self-destruction (by government intervention).

For perspective, consider how many serial killers displayed 'trolling' behavior long before an internet existed. What about how the Zodiac Killer and others undertook to taunt police and the public, both before and after (if) they were apprehended.

It is the moral equivalent of blaming patrons of the US Postal Service for the Zodiac's trolling behavior. And it is decidedly anti First Amendment.

I think 8chan trolls must've hurt poor Thomas' feelings.
