I concur with your assessment, would like to add that it's no coincidence they're talking opioids AND human trafficking as they go hand in hand.
The sickos selling people in to slavery often force feed drugs, particularly opiates, to the slaves.
They do similar with local fighters on the ground in 3rd world countries, no one is more dependent than a drug addict is re: their dealer.
