Why the red shoes?
In the case of the Pope, red shoes symbolize the sacrifice of Christ and the Pope's submission to Christ. As well as, the blood of the martyrs and God's love for us as exhibited at Pentecost.
In the case of satanists, the symbolism of red shoes has been twisted into evil. Similarly to the satanic "black Mass" and the upside down cross. Similar to how homos have twisted the symbolism of the rainbow from peace to "gay pride."
Oddly enough, per Wikipedia anyways, Pope Francis chooses to wear black shoes rather than the traditional red.
In any case, just like the swamp needs to be drained to restore America to how it should be, the Church needs to be cleaned to restore Catholicism to how it should be.
