Seriously doubtful IMO. Houston makes way more sense insofar as infrastructure already in place, along with astronauts literally living there.

Abbott sent a letter to the Trump Administration last week, touting Ellington's convenient location near NASA's Johnson Space Center. Several branches of the military are already stationed at Ellington, including the Texas Army and Air National Guard and the Army, Navy and Marine Corps Reserve.
President Trump signed an official directive last month to create the Space Force, but it still requires Congressional approval before it can get off the ground."
