70 agencies also received a copy. Obviously they were sent electronically and not via mail.
Therefor, 70 agencies (news/police etc) ALL had a copy of the manifest 7 min prior to attack.
That is enough time to drive between the two mosque attacks.
Police did not receive a call out to the mosque until after shots fired.
