Once there is no COMMAND structure, the "soldiers" do not know what actions to take, They are essentially on their own. If this has been in the planning stage for 3 years, you already knew who they were and had evidence of what they did.

Now we have to be aware of orders have been given from the enemies COMMAND structure, we must assume that future plans/strategies were given to LOWER, second tier, third tier COMMANDERS.
