What if, due to the "problems" the DS has been having, they had to rush the plan for New Zealand? What if New Zealand was targeted to be the new capitol of the DS? Stronghold and safe place for DS? Control the government and take over the island as their own country, giving them certain rights of country?

And just maybe, with New Zealand's participation in Five Eyes, when the declass happens, the New Zealanders may be none too happy with what's happened in their name with their money, therefore, the "incident" setting up a very fast gun grab?
