Not only is anon below correct about that particular post being spammed again and again, and thus not notables in any way, but Global notables are NOT meant to be a type of perma-stickied extra-special category of notable, they're meant to be for board-wide announcements pertaining to board administration. Every couple weeks we have to go over this again:
