Orchestrated and find out who is putting these out screams RICO from the criminal aspect. First sections of RICO:

A more expansive view holds that in order to be found guilty of violating the RICO statute, the government must prove beyond a reasonable doubt: (1) that an enterprise existed; (2) that the enterprise affected interstate commerce; (3) that the defendant was associated with or employed by the enterprise; (4) that the defendant engaged in a pattern of racketeering activity; and (5) that the defendant conducted or participated in the conduct of the enterprise through that pattern of racketeering activity through the commission of at least two acts of racketeering activity as set forth in the indictment.

About the “interstate commerce” section, typically anything can affect it. I found jury instructions on DOJ website and it specifically mentions exactly what twit, fb, etc are forms of. In bold below.

Interstate Commerce means commerce or travel between the states, territories, and possessions of the United States. Foreign commerce means commerce or travel between any part of the United States and any place outside the United States.

Commerce includes among other things: travel; trade; transportation and communication.

I would say all elements of a crime have been met and Nunes and Sandmann are paving the way to criminal charges. Discovery is an anon’s friend.
