Possible Answer: What if BHO gave Presidential pardons to all of them, including himself, for all Federal Crimes ever committed up until Jan 20, 2017, his last day in office.

Article ll, Section 2 gives the President broad powers to pardon. And what if BHO Classified all of these pardons for reasons of Nat'l Security so the general public would not be aware?

What if Gov Cuome and Brown did the same thing at the State Level for the deep state players living in NY and CA? What if every former President did it?

Maybe this has been the delay.

If so, then the only way to arrest them would be for International Crimes, or Military, or State Crimes, or to wait for them to commit Federal Crimes AFTER January 20, 2019.
