Charles Rangel

U.S. Representative for districts in New York from 1971 to 2017. A member of the Democratic Party, he was the second-longest serving incumbent member of the House of Representatives at the time of his retirement.

I am not sure about this bill. Human organs could be fetal organs as well?

H.R.5344 — 114th Congress (2015-2016)

This bill allows the exchange of human organs for valuable consideration (anything of value) under pilot programs approved by the Department of Health and Human Services to measure the effect of removing disincentives or providing a noncash benefit that may increase organ availability. (Currently, exchanging human organs for valuable consideration is prohibited by the National Organ Transplant Act.)
