Knowing everything doesn't mean knowledge is actionable. Q is not minority report, and that is something you don't want. If you want to freak yourself out, think about how many operatives are just like Tarrant, but are capable of making "the right" decision up to the last minute.
Q can't just run around arresting "potential" operatives on crimes they haven't committed yet, and they can't just round up all the big fish, yet, without being able to get all the fuckers all at once.
We went from having just GITMO, to GITMO + 3 detention centers. Think about what that means. Capacity management became a contingency in this plan. Shills want to keep talking about how Q lets people die, but they never consider the massiveness of this undertaking.
