The question seems to be are the providers of the utility, twitter, developing content alongside their utility providing. Who runs the bots? If twitter doesn't operate chatbots, they are clear. If they do, they are fucked.
Twitter is NOT responsible for fake accounts or fake news as a utility provider. If it is operating accounts, twitter is in a lot of trouble as content developers. Particularly, if that content is sparking violence and division.
