Haynes v. United States should block any state failure to register prosecution as the act of registration requires the registrant to possibly incriminate himself/herself. Only lawful firearm owners can comply with the law. Unlawful would have to incriminate themselves in order to comply with the law which violates the 5A Self-Incrimination Clause.
