THEORY:
Mueller gave Barr the report that EXONERATES POTUS on March 8th, 27 days after the original start of the count down (February 9th)

It's plausible that Mueller ALREADY GAVE BARR THE REPORT, and the "delay" is figuring out what and how to release it.
This connects to the Hold theory on the countdown.
Holds are pauses in a rocket countdown (NASA article) that are put in to make sure everything is going according to plan, everything is good to go, etc etc.
Q posted [-21] on a day that was NOT [-21], then Q posted [-21] again, and I updated the graphic to show that.
I counted 19 days of holds and the [0] day with the countdowns as 3/30/19 (checking those numbers)
But this is in the RELEASE of the report, not Mueller giving it to Barr, which I think was given on 3/8/19, based on the crumb.
Barr has to figure out how and when to release it, which takes time and explains the delay and holds in the countdown.
