At one time, we used to execute or severely maim criminals. Someone came up with the idea of short periods of incarceration as being more humane. This would allow us to try and rehab them into fitting back into society.
I don't know why we ever decided locking up humans in basically cages for a long time like this was a good idea. If someone cannot be rehabbed into being a productive member of society and won't harm others within say three years, then execute him like was done in the old days.
Humans are the only species which keep their troublemakers no matter the burden or cost placed on communities. This is why so many degenerates are running around in dysfunctional societies.
