You assume that it is Mueller who is controlling the release of the report. Mueller gave his report to RR, correct? RR was debriefed according to Q, correct?

There are items in Mueller's report which require action by the AG in relation to the report's contents, and they can't be released until investigations have concluded.

Even if a few of my points on the details are wrong, it really isn't hard to follow this game or see the plays coming.

In an operation where timing is everything, the people who are taking their time aren't necessarily stalling because they are supporting the enemy. The advantage of holding the initiative is that you choose when to take your turn at the enemy.

Reserve your turn and let the enemy waste theirs moving or trying to shoot at you while defensively advantaged, then make your turn. Hold the initiative advantage, and you get to make two turns before they can react to even your first turn.
