I'm not sure you grasp the arrogance of these people.
They create the laws, even the religions, people will die for. They can exempt themselves from those laws.
I'm not sure how much you have dealt with country clubs, but you get all types in those things, though you are certain to draw the local warlords. These are the people who want their name on everything in the town, or the scavengers looking to rent every mortgage default they can scoop off the market.
These people talk to each other. I pissed off a few people at the factory I worked at. Got rather difficult to find a job around here for a while. They are a lot that like to own things for the sake of controlling them. That includes people.

Symbolism is all over in this series. Both Eastern and Western. I HIGHLY recommend it.
Granted, as a dragon, myself, I saw straight through Satsuki from the beginning and understood everything she was doing as she did it.
They do not see you as "relevant." They do not see "us" as a meaningful factor. And... In a way, they aren't completely wrong.

Symbolism. In the clash between these two wearing "god robes," the average person is tossed about from the force of their clash of wills.
Which... In the grand scheme of things - how many have died in wars among this game? Some have a regard for the lives lost. Some don't... But those who are destined to wear such "red threads of fate" are going to create such disturbance by virtue of their life. The people born into wealth and power don't get to choose whether or not that power is connected to them, only how it goes once it is at their command.
Blood lines are important.
