I believe its more effective to have a bill signed into law that states iNet and ALL ancillary platforms are protected under the 1st and 4th Amendments and that all ISP, and orgs like google, yt, fb, twit, etc. who offer services to or used by the public must honor the US Constitution and Bill of Rights. NO GOV REGULATION!
