I believe that was meant regarding N Korea and plans sometimes are fluid and change. Have you ever had someone back out of a deal or a date at the last minute, when you thought it was a sure thing? I have. Flexibility is the key here, I think.

-21 referred to a huge breakthrough with N Korea which ended up not happening (yet). That’s what I’m thinking. People are fixating on that Q post without looking at what Q is replying to. Kind of like cherry picking the Bible.
Ten years ago my child was asked to create a koran (we were in CA). Unbeknownst to me he refused and took the F. I found out right as we were about to move or I’d have raised a stink with the school. It was weighted 80% islam teaching. They’ve been sneaky for a while about this stuff.
