Won't stop it totally, but prosecution, restricted communication, and the death penalty certainly puts a damper on it.

Justified punishment to fit the crime is a huge deterrent. Putting repeated violent criminals back on the streets is not proper punishment. What seems to have made this such a difficult decision is the forced drug/sex/MKU evil abusers. More massive than I ever imagined.
