Immediate term: Federal legislation (or constitutional amendment) to force any internet server serving more than a certain number of people to be considered a public place for the application of the first amendment.

 

Short term: The government could provide base-level utility platforms on which to build open systems. These platforms are defined as covered under the Constitution and not corporate agreements.

 

Long term: The development of open source, open specification distributed computing platforms that are demonstrably free from unnecessary surveillance and virtually unattackable.

People think open source means security. It does not. Open specification means anyone can create a new implementation that can be tested against other implementations to verify there are no trojans. It is complex, but pussible. Open specification and self-testing architecture get you what open source was supposed to be.
