Remember Crimea? After a referendum on self-determination the residents voted overwhelmingly to join the Russian Federation.
What if the Haiti has a referendum and the people decide overwhelmingly to petition the USA to to take them into the country? Would they really vote this way? I think that very soon, they will indeed support such a thing.
So what if the United States offers official statehood to Puerto Rico on one condition, that they accept Haiti as part of the territory of their new state.
