That is certainly one way of looking at it.
I think many are looking at this incorrectly, as if there is a team where uniforms are worn that identifies who is whom on the field.
From my own experiences in the military, you were never quite sure who was good and who was bad until you ended up with someone at your back in the thick of shit, or a knife in your back when it was convenient. Some were tough on you but had your back, others were easy on you so they could put a knife in it.
While the military has resisted corruption to the degree that it exists in DC, as the arbiters of that corruption (abroad), it eats at the soul of the institutions.
I am not going to pretend to know RR from news articles in the media about what he is or isn't alleged to have done. I will say that someone in those positions is very unlikely to be perfect and was also very likely to be in the thick of shit where they needed people at their backs and got more than a few planted in their own. This is true regardless of what their goals/intent were.
I like to believe that most people are good. Given the opportunity to be a part of doing good, I expect most people will seek to join that cause. Some will hold out until the last moment, because coercion and fear are a thing … But most people want to do good and do not want to bring harm to others if they can keep from it.
To that extent, I do not see "white hats" who were always part of some plan. I see people who were likely picked because they showed integrity in the past and have a desire to see things set right.
