Believe the [-21] refers to DS FF.
This Qdrop shows OPS in brackets. In Feb 2019, there were [44] remaining. When Q posted 3 weeks ago with [-21], there were 21 FF OPS remaining.
We're waiting for all ammo to be expended.
Anons should count the FF.

Yes? If the count is about FF, we've had several since- NZ, a few school 'active shooters'. They are expending ammo rapidly recently. Q also told Anons to make a 'suicide list'. Perhaps those are also FF's in the count-down? Anons should keep count.
