Do you think Biden is reluctant to run because he knows he is about to be indicted?

Maybe he knows that he is not going to run, but thinks the White Hats are awaiting his announcement so that they can nab him afterwards for even more attention on his arrest. Obviously, it wouldn't matter, the dude was VP. But still.

So maybe he is delaying his non-announcement to delay the thing that no can stop from coming. Not saying it is a sound strategy, but sounds like something these fools would do.
