I guess it's possible but the process of recycling is fairly common in 3rd world countries. Iv'e witnessed similar shoes from south america being brought into the states.These are a child's size, not an adult.
Doubtful. Take a closer look. I don't think ihere's anything nefarious other than the fact that this person possesses a pair of child's shoes from a 3rd world country that may not belong to them.
