Bingo.The IBoR should apply to any PERSON providing a public digital space. It should be a condition of doing business in the jurisdiction that adopts the bill as policy.
E.g.:
Persons providing a public digital space shall enact no policy abridging the freedom of speech, religion, the press, the right of the people to peaceably assemble, or to petition the Government.
The right of the people to be secure in their digital persons and assets shall not be violated.
