"Lender of last resort" means a bank can't get a loan from another bank.
ALSO, yesterday the FED had it's FOMC meeting and Powell signaled the agency is becoming extremely dovish–meaning, essentially, they think the economy is weakening.
They're going to slow running off the Fed's balance sheet and not do a rate hike this year and only do one next year.
