politically, it would make it difficult for the agency to refuse to investigate when it has a number of credible tips come in relating to the same topic. agents would need to start thinking about how it would look if they ignored credible tips that later get exposed and blow up into a public matter
legally, there may be regulations or statutes that make it an obligation of the agency to investigate credible tips from the public
having the fbi open official matters relating to R. Chandler would be a huge deal
think logically…
