Why wouldn’t he FIRST travel to final destination prior to public release?
>Because if he released it from within Russia, the perception would be that he was a Russian Agent. He had to release it before so it would look like he was on the run rather than affiliated with any one country. Remember he was initially trying to get to Ecuador like JA.
