The requirements for a candidate to be eligible for POTUS do not include any tax form requirements. There are age, lack of criminal convictions, and citizenship requirements.
Show me the federal amendment requiring tax forms if it exists.
Legally that is discrimination, and illegal; any citizen with a clean record running for president with no tax records would be disenfranchised. :)
