These posts are in notables but I'm not seeing anyone noting that this might relate to "Watch the water". Apparently the single most important move in Chandler's rise to power was building aqueducts that conveyed snowmelt to new areas, and then buying up the land in those ares.
He also built a deepwater port.
(I know that other Anons have pushed a seemingly plausible account of how "watch the water" relates to comms achieved by moving water bottles, etc., but that would be perfectly compatible with this.)
