Meshnets would be great - except people are always trying to monetize everything - even cow farts. With storage so cheap, meshnets make a lot of sense. You can also laser-link them in the country where people aren't so close as in cities. Not perfect but can do the job using existing microwave towers.
yet one nasty solar flare and poof! Don't forget Carrington and melted telegraph lines - until everything is end to end light, the risk never goes away…
