On September 12, 1998, the Starr Report was published in newspapers across America.

Sept 9, 1998 was a Tuesday. Today is a Friday so potentially the report could be released publicly on Monday or Tuesday next week. I believe this is a decision by Congress. I find it doubtful that Mueller would include any law enforcement sensitive information in the final report.
