If the report makes no mention of the fake dossier then he’s a black hat.
If he does mention that then it’s on,
If he mentions the dossier being dirty (but didn’t investigate) then that gives the OIG legitimacy to the libs/msm

But if the report mentions the dossier is dirty then Mueller really is a white hat.
