Anon, recall that Mueller's original mandate was limited to Russian meddling 2016 elections. Rod Rosenstein to expand those mandates to permit the indictments of Mannafort and others so as to keep the illusion alive in the DS. RR likely also had to limit Mueller's mandate to prevent him from indicting FISA abuse actors all the up to BO. Lest those indictments wind up in the hand of tainted DC jury pools.
