12,500 homeless people, city hires 2,000 administrators to care for the homeless, and suddenly that billion dollars isn't enough to pay for the administrators, their secretaries and deputies, and overhead such as cars and office space. Homeless are left with $5,000 each per year while the government just created a new industry of support staff, on the backs of the taxpayers.
