Lurker here. Been sitting on this page (in two different browsers) for half an hour refreshing regularly. Total always starts at 4174 then when the page finishes loading, switches to 4112, 4268 or (less often) 4282.

If I had to guess, I'd say a crappy RNG with a limited set of options and tied to the date. I expect the discrete set of outcomes will change tomorrow, so it looks like it is going up slowly. They really are stupid.
