Yes, [RR] rewrote Mueller's mandate, but we'll likely never see that rewrite. If Mueller had followed his original mandate, investigate Russian interference in the 2016 elections, he'd have had no choice but to follow his investigations thru all the FISA abuse by the Dems and Deep State all the way up to HRC and BO. This absolutely couldn't happen because Mueller would then be handing out indictments from tainted DC jury pools, not the place we'd want those indictments tried. [RR] was tasked to both limit and expand the Mueller's scope. He had to limit Mueller's ability to indict Dems and DS and the expand Mueller's ability to indict Mannafort and others to maintain the illusion that Mueller was a Black Hat. It was a very carefully and cunningly crafted plan.
