If there were secret indictments that were withdrawn as is alluded to:

then there is evidence to back it up (no matter how tenuous). The evidence (e.g. interview transcripts) is what they want.

In order to get it, they need to push the 'transparency' angle. Hence the call for the report.

 

If the report is as 'comprehensive' as is being reported, prolly means it was written by multiple people (e.g. Weissmann) and will most likely make allusions to this evidence without making any direct accusations (otherwise there would be more indictments).

Lawyers can be very sneaky with language if and when they want (see Comey).
