I think the focus may have been on the wrong building.
I totally agree with you anon about the black windows being suspicious…. That is a possibility.
Have a look at this pic I mocked up. The appartment block across the road from the one you are looking at, has the ONLY clean roof in Hong Kong (lived there), and look how many "ham radio" (what you called them), antenna's on the top of that roof… Looks like a lot of tech in that building……
Think about it anon. Snowden cant really go out on the street everyday so would want somewhere nice to go outside… Think rooftop…

I think he was doing something on the roof at the time the pic was taken.. He must have forgotten that someone is always watching.. They prob have photo's with his striper circus freak and him on the roof (nasty time)…
kek maybe a bit of an exageration… BUT look near the antenna on Q's photo. There is a dude there!!! It looks like it could be Snowden…
