The special counsel did not draw a conclusion 'one way or the other' as to whether the president obstructed justice

From how I read it… it wasn't really left open; that specific line or not.

Seems to go on to say there was nothing to obstruct…

 

So how do you exonerate or assign guilt when there was no crime to obstruct to begin with?

Seems like to do so would be to say there was something there.
