How do we know that it's a recent photo, and not one that was taken a week or two ago and just now posted online for us?
We do know that Q would never tip off or jeopardize a mission that's about to take place. He may make a vague statement about something about to go down, but he would not mention any names or sure as hell give us an exact location, like he did with that photo of Hong Kong.
If anything, I'd say that the photo is old news and whatever mission happened there has already finished.
