More important than considering a Special Counsel, Sessions has already appointed a DOJ prosecutor from outside of DC to proceed along side the OIG investigation that has been ongoing. In other words, when the OIG report drops, actual prosecutions will also drop…no need to wait for a 2nd SC. This is how it SHOULD be handled.

The "outside of DC" DOJ prosecutor is KEY. He's been preparing prosecutions all along and when the OIG report drops, indictments will too! No 2nd Special Prosecutor needed, at least for the DOJ side of the swamp.
