Exactly, there has to be something to obstruct first. Besides, though
a point not easy to make with the public, legally it can be argued that
the President can't be guilty of obstruction ever. It's his job to enforce
the law and he has pardon power after all.

Rosenstein, having never worked with the Crossfire Hurricane crew
somehow figures out what they are up to from his job as US Atty
for MD.
Once Trump is elected Rosenstein concocts a master plan to get

Then, after a painstaking three months of waiting, it's time to put
the full plan into action: Rosenstein is not only nominated, but
CONFIRMED.
