Ok, in the interest of accuracy, he wasn't swatting Creepy Joe Biden's hand away. Her hair got caught and he was trying to get it loose. Sessions freed it at the same time CJB reached his hand out (no doubt to try to cop a feel) and then what appeared to be a "swat" was him actually clearing the last few strands of hair that were still straggling on his jacket. CJB has done enough gross shit that we don't need to see something that's not really there. ("There is no there there"?)
No doubt after the hair was clear, he placed his hand on her back to usher her away, maybe even away "from" CJB, or maybe just because they were done and he was moving her along…maybe even whispered something to him, but he didn't swat. To a long distance sniper, accuracy is important.
