He is the President and Chief Executive Officer of the California Institute of Regenerative Medicine (CIRM), the state’s $3 billion stem cell agency, where his mission is to expedite stem cell development by finding real-time solutions for regulatory, clinical, manufacturing, and business issues that impede the availability of novel therapies. Previously, Dr. Mills served as the Chief Executive Officer of Osiris Therapeutics. Under his leadership, Osiris received the world’s first approval for a stem cell drug, Prochymal®, for children suffering from graft vs. host disease. Osiris developed and commercialized five cell therapy products, including Osteocel® and Prochymal®, which had more than $1 billion in cumulative sales. Prior to joining Osiris, Dr. Mills was a co-founder and Vice President of Regeneration Technologies, where he invented its core technology, BioCleanse®, the first system accepted by FDA for the sterilization of human tissue for transplantation. Dr. Mills currently serves as the Chairman of Tissue Banks International, the largest provider of ocular tissue for vision restoration, and is a member of the Board of the Alliance for Regenerative Medicine and the Wake Forest Institute for Regenerative Medicine. He holds a Ph.D. in drug development from the University of Florida, where he also earned his Bachelor’s degree in microbiology and cell science and completed an internship in clinical pathology.

Mills stepped down as CEO of Osiris, due to health reasons, shortly after Snowden’s run to Hong Kong. But he stepped right in as CEO of TBI which was still a nonprofit tissue bank at the time. It became Aziyo, a for profit corporate tissue bank, under his leadership. This all goes back to the organ / tissue industry and there’s a lot to unpack there. Osiris' next CEO after Mills is in trouble with SEC & DOJ, and also went directly to TBI/Aziyo from Osiris.
